Description
Savannah River Nuclear Solutions, LLC (SRNS), Management and Operations Contractor for the Savannah River Site (SRS) for the Department of Energy, solicits expressions of interest from companies wishing to provide Air Purifying Respirators for a U.S. Department of Homeland Security (DHS) System Assessment and Validation for Emergency Responders (SAVER) sponsored assessment. The assessment will be coordinated and facilitated by Savannah River National Laboratory (SRNL) and will occur in the spring of 2016. Review of this information is being performed for the DHS SAVER Program, which aims to conduct objective assessments and validations of commercial equipment and systems and provide those results to the emergency responder community. Assessors will be recruited from the First Responders Community nationwide. Once eligible equipment has been identified, additional information may be requested. The DHS Authorized Equipment List (AEL) item number for this equipment is AEL # 01AR-02-APR, "Respirator, Air-Purifying, Full-Face, Tight-Fitting, Negative Pressure, CBRN". The target audience for this information is the emergency responder community and all submittals should be suited to their specific needs. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, and website; 2. Whether the company is a manufacturer or distributor; 3. A point of contact for follow-up information, and the point of contact's phone number and e mail address; and 4. Equipment name/model and specifications. The submitted information will be evaluated for inclusion in SAVER projects. If a SAVER project on this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs. Consequently, follow-up requests for feedback should not be made through the Federal Business Opportunities posting agency. Vendors will be contacted following submission for more detailed product information. Vendor provided information may be reformatted for publication in SAVER Program documents. The mission of the SAVER Program consists of several functions: • Provide impartial, relevant, and cost-effective evaluation and validation of equipment and software • Enable decision makers and responders to better select, procure, use, and maintain equipment and software • Evaluate and validate the interoperability of products within a system, as well as systems within systems • Provide feedback to the user community through a well-maintained, web-based database The overall SAVER objective is to establish a national asset that serves the response community through rapid, relevant, and user defined assessment and evaluation of critical equipment, enabling decision makers and responders to better select, procure, use, and maintain their emergency response equipment with confidence. The SAVER Program is focused on evaluating responder equipment and procedures by validating equipment functionality through operationally and tactically relevant, objective, and repeatable assessments against user defined requirements. Information evolving from these evaluations will be shared in nationally accessible databases, providing a life-saving and cost-saving asset to the U.S. Department of Homeland Security, as well as to federal, state, local, tribal, and parish users of emergency response equipment. More information can be found on the SAVER Program website at www.firstresponder.gov/SAVER. A NOTE REGARDING THIS RFI: This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government DOES NOT intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. Expressions of interest in participating in this program should be directed to Tony Hicks at tony.hicks@srnl.doe.gov.
