- Draft Technical Approach Technical Approach Comments Background e-mails This notice is being amended to provide background information related to this project. During the months of March and April 2015, the Forest Service and the University of Alaska Center for Economic Development (UACED) exchanged information regarding this requirement. UACED's draft technical approach along with USFS comments are being provided to all prospective Offerors to provide equal access to information. All documents have been converted to Adobe Acrobat. In the document titled "e-mail_history.pdf" names, e-mail addresses and phone numbers have been redacted or changed to "USFS" and "UACED." Three documents are attached. They are: 1. e-mail_history.pdf 2. Southeast Cluster Initiative Program Evaluation - USFS Comment.pdf 3. UACED Technical approach Southeast Alaska Cluster initiative.pdf Communication between the USFS and UACED regarding this project was haulted when a decision was made to pursue a competitive 100% small business setaside. ************************************************************ Minutes from the preproposal conference are attached. ************************************************************ This amendment releases the official Request for Proposals AG-0109-S-15-755508 for the Southeast Alaska Cluster Initiative Program Assessment. A pre-proposal conference will be held via teleconference on Monday, August 31, 2015 at 9:00 a.m. Alaska Time. The call in number and access code are parovided on page 12 of the solicitation. Proposals are due to the Contracting Officer via e-mail or hard copy no later than Monday, September 14, 2015 at 1:00 p.m. Alaska Time. Delivery instructions are located on page 8 of the solicitation. ************************************************************ This notice has been amended to provide an advance copy of the Combined Synopsis Solicitation (document name "DRAFT_Combined-Synopsis-Solicitation_SoutheastClusterInitiative.doc"). It is being provided as an advance draft so that prospective Offerors can familiarize themselves with the requirement and be in a better position to prepare a proposal. Once the solicitation document is finalized, a new document will be attached to this notice without the word "DRAFT" in the document title and without the watermark and footer "DRAFT" included. A response date will be added to this notice when the solicitation is released in final form. ************************************************************** ADVANCE NOTICE OF UPCOMING OPPORTUNITY The U.S. Forest Service anticipates releasing a solicitation on or about August 25, 2015 for a Southeast Alaska Cluster Initiative Program Assessment. All interested sources should visit this FedBizOpps website from time to time to obtain the solicitation and to stay up to date with the acquisition. A 100% set aside for small business is anticipated. For planning purposes, the solicitation will note a date and time (approximately one week after the solicitation is posted) to hold a pre-proposal conference via teleconference. This will afford prospective Offerors with an opportunity to ask questions or seek clairifcation from the Contracting Officer and Forest Service Project Manager on the solciitation and performance requirements. An exact date and time for the call along with a conference line will be provided.
