- The Purpose of this Amendment 1 is to Post the following Notice of Intent to Sole Source: The Purpose of this Amendment 1 is to Post the following Notice of Intent to Sole Source: The Department of Commerce (DoC) National Institute of Standards and Technology (NIST) Acquisition Management Division (AMD), on behalf of the NIST Time and Frequency Division, intends to procure on a sole source basis under the authority of FAR Subpart 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements, for a certified technician capable of providing extensions to the ARTIQ experimental control framework located in Boulder CO. The services are intended to provide implementation of a number of technically demanding, detailed modifications, and extensions to an existing piece of complex custom software and the vendor is required to have a solid understanding of the ARTIQ system and custom designed software, in accordance with the attached SOW specifications. The NAICS code for the proposed acquisition is 511210, and the Small Business size standard is $38.5M. NIST anticipates awarding a firm-fixed-price purchase order to M-Labs, Ltd. for this requirement in the fourth quarter of FY 2015. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to contract specialist, Patricia Bullington via e-mail at patricia.bullington@nist.gov. All responses to this notice of intent must be submitted so that they are received by patricia.bullington@nist.gov no later than Thursday, September 3, 2015, 3:00pm Mountain Time. Original Notice for Sources Sought: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTATIONS. A SOLICITATION IS NOT AVAILABLE AT THIS TIME. The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), is soliciting for capability statements from all interested Small Business parties who are certified to provide extensions to the ARTIQ experimental control framework for the NIST Time and Frequency Group located in Boulder CO. The services are intended to provide implementation of a number of technically demanding, detailed modifications, and extensions to an existing piece of complex custom software and the vendor is required to have a solid understanding of the ARTIQ system and custom designed software, in accordance with the attached SOW specifications. NIST is requesting examples of related information showing the ability to meet the qualifications and requirement identified in the attached Statement of Work.
