Description
This notice of intent is not a request for quotes and no solicitation is available. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives notice of intent to award a sole source contract to Pauli Systems, Inc., 1820 Walters Court, Fairfield, CA, 94533-2759. The North American Industry Classification System (NAICS) Code is, 332999 and the small business size is, 750 employees. As implemented by the Federal Acquisition Regulation (FAR) 13.501(a)(1), acquisitions conducted under simplified acquisition procedures are exempt from the requirements in Part 6. Capability statements received by the response date of this announcement may be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Pauli Systems, Inc. will provide a Pauli Systems Turn Key Standard Plastic Media Blast Room. This blast room will be utilized to clean, strip and remove paint from aircraft components and support equipment for inspection, repair and refurbishment to ensure sustainability of critical assets. The existing Pauli Systems Standard Blast Room Cartridge Filter Dust Collector was replaced in September 2013, under contract number FA3300-13-P-0094. This dust collector is designed to run with other Pauli Systems blast room components. Pauli Systems holds proprietary rights for all of their products, and explained that any attempt to connect the dust collector to another manufacturer's blast room will nullify the manufacturer's s well as increase the risk of potential system failure, to include developing leaks of hazardous material. Along with the increased safety risks, Pauli Systems construed that attempting to use their product with another manufacturer's system would degrade system performance and cause premature wear on all components, as their design incorporates a much higher rate of airflow than found in other blast room systems. This requirement will include but is not limited to: •A. Standard Blast Room •1. Blast enclosure, 15'Wx10'Hx18'L, 12 gauge walls, 14 gauge ceilings. •2. Lighting for approximately 100 ft.-candles @ 36" from floor, light bulbs will be accessible from the exterior of the blast booth. •3. One (1) set of swing type equipment doors and two metal personnel doors with view windows and safety interlocks. •4. External Work Station. •5. One (1) RAM 22 (Single operator) Blast/Reclaim system and clean media storage hopper each with: •a. Cyclone Separator. •b. 16 cubic foot Storage Hopper. •c. Media Recovery Blower. •d. RAM 11 Blast Machine. •e. 1/2" bore Nozzle. •f. Lightweight hose systems consisting of 50 feet of 1-1/4" ID x 1-7/8" OD media hose and 16 feet of 3/4" ID x 1-1/2" OD "whip" hose for operator ease and maneuverability. •g. RC150P Feather Touch Remote Control System with Lo-Profile control handle and automatic safety. •h. 6-cubic foot Pressure Vessel with 60 degree conical bottom for total media discharge. •i. Fluidized Section at pressure vessel discharge for smooth, even, repeatable media flow. •j. M70 Media Metering Valve with straight through design, featuring horizontal stainless steel metering discs for precise & repeatable media flow, and thread less cleanout port for fast access to the top of the valve. •k. Air Inlet Control Assembly with moisture separator, air pressure regulator, and gauge. •l. Pop-up Filler Valve for automatic refill on every exhaust cycle. •6. High volume 1-1/4" internal and external piping with 1-1/2" inlet valve. •7. One (1) AccuFlow Precision Media Control Valve. •8. Above grade, clog free, full floor pneumatic recovery system. •a. One (1) fully automatic and programmable rotary selector for consentient and efficient media recovery. •b. Ramp and Skirt Kit for equipment entry and a "clean look" finish. •c. Personnel door entry platform for safety and ease of entry. •9. Associated equipment including hoses, CO monitor with visual alarm and horn. •10. Control Panels with disconnect switches, motor starters, and safety interlocks. •11. One (1) Operator Safety Packages with, breathing air hose, helmet, gloves and apron. •12. Two (2) breathing and process air connection points on booth. •13. Hoses and other hardware as required. •14. One (1) Pauli Systems FBN-8 Fan Blast Nozzle, with Autoloc feather touch control. •15. One (1) Pauli Systems FBN-6 Fan Blast Nozzle, with Autoloc feather touch control for use with the external work station. •B. Equipment Installation, Setup, Start-Up, and Training •1. System start-up, testing, and appropriate adjustments. Operator training of the strip process, equipment operation, equipment servicing to increase product life, troubleshooting, and equipment maintenance to be conducted immediately following equipment installation. •2. Provide all labor, material, supervision, and transportation to satisfy the requirement. •C. Dismantling •1. Dismantling of all parts and equipment (excluding the dust collector) associated with the current blast room from Maxwell AFB, AL. Delivery: All items for this requirement are estimated to be delivered within 120 days after the award of the contact. Final responses to this notice will be due on 12:00pm, Central Standard Time (CST), on 7 Sept 2015.
