- Description
- The Request for Information (RFI), N68335-15-R-0335-RFI was posted on 12 August 2015, in which one interested vendor responded, the OEM, Howell Instruments. The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive (sole source) basis with HOWELL INSTRUMENTS INC ENGINEERING (CAGE 0ZXV9); for the InLet Guide Vane (IGV) Test Sets, Part Number H648, for the AV-8B Program. The Navy requires a quantity of nineteen (19) production units and four (4) pre-production units shall also be brought up to final production configuration, for a total of twenty-three (23) each. Howell Instruments is the only firm with the knowledge, experience, data and capability required to fulfill the requirements. The Government intends to procure the above item under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition.
