- Description
- This is a notice of intent for a sole source procurement of commercial services. The NAVSUP Fleet Logistics Center Norfolk (Philadelphia Office) intends to award a sole source, Firm Fixed Price contractual vehicle to GED Testing Service, LLC to procure GED testing support services to the Defense Activity for Non-Traditional Education Support (DANTES). The statutory authority permitting other than full and open competition is 41USC 1901(e)(2)- a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The proposed acquisition will provide DANTES, Pensacola, FL with computer-based testing (CBT), high school equivalency credentials for DANTES candidates (including current examinees and United States Armed Forces Institute (USAFI )- era veterans, and transcript database maintenance in support of the Department of Defense (DoD) ™s General Education Development (GED) testing program. The contractor shall provide all GED test vouchers, support materials, and services necessary to deliver the DANTES-sponsored GED computer-based test to eligible military personnel through a nationally recognized and accepted GED exam. A firm, fixed price contractual vehicle is anticipated that will consist of a 12-month base period and four 1-year option periods, with a base period of performance from 01 Oct 2015 to 30 Sept 2016, and performance through 30 Sept 2020 to the extent the options are exercised. The North American Industrial Classification System (NAICS) code for this acquisition is 611710 and the standard is $15million. The Federal Supply Code is U009. This notice of intent IS NOT a request for competitive quotes; however, challenges to this sole source determination received within 3 days after the publication of the synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. This is not a solicitation announcement for quotes and a contract will not be awarded from this announcement, not will the Government pay for information received in response to this announcement. This announcement is associated with the RFI posted 17 June 2015.
