Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 quote mark Synopses of Proposed Contract Actions quote mark US Army Corps of Engineers - Portland District, Oregon intends to negotiate/award a sole-source, Firm-Fixed Price contract with Propulsion System, Inc (PSI) 609 NW 45th St Seattle, WA 98107-4440. The purpose of this acquisition is to furnish tail shaft liners for existing tail shaft. The tail shaft liners were purchased with PSI retaining full proprietary rights over the specifications and drawings associated to the item required. The liners are a replacement part listed below for direct replacement for the maintenance and operation of the U.S. Army Corps of Engineers' Dredge Essayons. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. Furthermore, in accordance with FAR 6.302-1(b)(1)(ii), the items listed below are available from only one source. PSI has propriety drawings 22164 and 22963 which accommodate the Dredge Essayon's systems. No compatibles or substitutes will be accepted. Liner parts: 22885-D liner 1, 2 and 3 A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 336611 Ship Building and Repairing. The size standard as defined by the U.S. Small Business Administration is 1,000 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 8 AM PST on 3 Aug 2015 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
