- NOTICE OF INTENT TO AWARD SIMPLIFIED ACQUISITION USING OTHER THAN FULL AND OPEN COMPETITION FOR A LAERDAL 3G SIMMAN EXTENDED WARRANTY The NAICS Code is 811219. The small business size standard is $20.5. The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1). The proposed sole source is for the following services: An extended warranty and annual preventative maintenance inspection of a Laerdal 3G SimMan. The 3G SimMan is an advanced patient simulator that can display neurological symptoms as well as physiological. It features innovative technology such as automatic drug recognition. The Contractor's unique qualifications are as follows: The Laerdal 3G SimMan is a complex CPR/ACLS mannequin that requires preventative maintenance that cannot be performed by the end user. To keep the equipment under warranty, it must be maintained/repaired by authorized technicians. Authorized technicians are from the following sources: a. Laerdal Service Engineers operating from return to bench Laerdal depot repair facilities; b. Laerdal Service Engineers providing on-site services at customer locations; c. specially trained and certified third party service engineers operating in select market areas outside of the continental United States. The 3G SimMan is a technically sophisticated system that can only be serviced by Laerdal trained and authorized technicians. Laerdal is the only company that can provide extended warranty on their equipment. This notice of intent is not a request for competitive quotations; however, any quotation received by 3:00PM CST on September 3, 2015 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations should be e-mailed to Jaclyn.Alverson@va.gov no later than 3:00pm CST on September 3, 2015. Only proposals received by this date will be considered. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "LAERDAL 3G SIMMAN EXTENDED WARRANTY".
