- Attachments A-F Exhibit A Request for Proposal Solicitation Synopsis: The United States Marine Corps (USMC) has an ongoing requirement to provide health service support to all of its deployed members, as part of its commitment to meet operational requirements and for the general health and well-being of its forces. These services include preventive medical and dental care and critical medical care. To meet this requirement, the USMC provides its Medical and Dental Battalions and unit medical personnel with authorized medical and dental supplies and equipment (Class VIII equipment) necessary to treat patients in operational and field environments. The Product Manager, Combat Support Equipment (PdM CSE) has elected to contract for the procurement, supply chain management, and associated support activities through a multiple award, prime vendor contracting effort. A uthorized Medical Allowance Lists (AMALs), the Authorized Dental Allowance List (ADAL), and medical kits are highly specialized capability sets comprised of Class VIII (DoD classification for medical materiel to include medical peculiar repair parts) materiel. The FFME Team, PdM CSE Systems centrally manages and controls the configuration of AMALs, and the ADAL, and medical kits for the Marine Corps. The USMC currently maintains thirty (30) separate AMALs/ADAL and four (4) medical kits. Each AMAL/ADAL and medical kit contains a list of specific commercially available equipment, supplies, repair parts, tools, and Test, Measurement and Diagnostic Equipment (TMDE) to provide a specific medical capability. There is overlap in list contents among the various AMALs/ADAL and medical kits (e.g. sterile bandages appear on multiple lists), and the contents of AMALs/ADAL and medical kits are subject to frequent changes. Lists are routinely reviewed and updated every three (3) years, and otherwise as required. The total number of unique items contained in the collective set of lists is approximately 3,500. This solicitation is being issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set aside as a commerical procurement under Federal Acquisition Regulation (FAR) Part 12 and Part 15 guidelines. The NAICS codes are 339113, Surgical Applicance and Supplies Manufacturing, and 339114, Dental Equipment and Supplies Manufacturing. The size standard is 500 for each of the NAICS codes listed. Contract Type: The Government anticipates issuing multiple awards (up to three (3)). These will be Indefinite Delivery, Indefinite Quantity (ID/IQ) Firm Fixed Price (FFP) commercial contract(s) to the successful Offeror(s) determined to have the Lowest Price Technically Acceptable proposal submission as described in FAR 15.101-2. Period of Performance: The period of performance shall be a total of sixty (60) months after the date of contract award with one (1) base year and four (4) ordering periods of twelve (12) months each.
