- This is a presolicitation notice to provide support to NOAA to characterize the carbonate water chemistry of the coastal ocean surrounding the Northwestern Hawaiian Islands (NWHI) including the spatial chemical gradients from the shallow coastal waters adjacent to coral reefs to the well characterized open ocean and any latitudinal gradients along the archipelago. This procurement is unrestricted and open to all sources. The associated NAICS code is 541380. The small business size standard is $15.0M. This is a request for quotations using FAR Part 13, Simplified Acquisition Procedures. The period of performance is twelve month base period with four twelve month option periods. In order to receive an award the offeror shall complete the annual representations and certifications electronically in System for Award Management at https://www.sam.gov/portal/public/SAM/. The RFQ will be made available only on the Federal Business Opportunities website http://www.fbo.gov and is scheduled for issuance on August 28, 2015 and closes September 04, 2015 no later than 04:00 pm MDT. No paper copies will be issued. Additionally, the Government will not reimburse any interested parties for monies spent to respond to this solicitation notice.
