Description
Department of Veterans Affairs Notice of Intent to Lease Approximately 7,162 Net Usable Square Feet (NUSF) of Office Space in Shreveport, LA Notice: This is not a solicitation for offer, nor a request for proposals. VA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the VA assumes no responsibility to award a lease based upon responses to this advertisement. Contracting Office Address: United States Department of Veterans Affairs (VA), Contracting Office NCO 16, 1515 Poydras Street, Suite 1100, New Orleans, LA 70112 Description VA currently occupies7,162 net usable square feet (NUSF) of office space (approximately 8,022 gross square feet) which is used as an Administrative Annex located at 1800 Buckner Street, Shreveport, LA. VA plans to negotiate a succeeding lease at this location; the lease requirements for amount and type of space are the same as those in the current lease. VA will consider alternative space only if economically advantageous. In making this determination, the Government will conduct a financial evaluation and analysis of cost likely to be incurred through relocating, such as physical move cost, replication of tenant improvement, labor hours, site preparation, telecommunications infrastructure, non-productive agency downtime and other related cost to meet VA requirements. Space Requirements Provide71,62 net usable square feet (NUSF) of office space (approximately 8,022 gross square feet) in an existing building, located on no more than one (1) contiguous floor; and all space must be contiguous. A minimum of one passenger elevator and one freight elevator must be provided. Net usable square feet does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The building must be able to comply with the Americans with Disabilities Act and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Parking Requirements VA requires on-site parking for a minimum of 55 vehicles, of these 2 must be provided immediately adjacent to the building and designated as handicapped spaces. Parking must be: 1) be dedicated for the exclusive use of VA; and 2) be fully compliant with local laws, rules and regulations. All offered spaces shall be sized in accordance with the design standards described in the VA Design Guide and VA Barrier Free Design. The parking area must meet all requirements of Architectural Barriers Act Accessibility Standards (ABAAS). Delineated Area To receive consideration, submitted properties must be located within the following delineated area: Beginning at the intersection of Route 1 and Interstate 220, travel south on Highway 71 to Route 3094; N. Hearne Avenue. Turn right on N. Hearne Avenue until it merges with Highway 171; Mansfield Road. Travel south on Mansfield Road until you reach W. 70th Street. Turn left on W. 70th Street and travel approximately 5 miles east to the intersection of W. 70th Street and Jimmie Davis Highway. Proceed northeast on Jimmie Davis Highway across the Red River to the intersection with Highway 71; Barksdale Boulevard. Turn left on Highway 71 and proceed northwest to the intersection with Route 3105; Airline Drive. Turn right on Route 3105 and proceed north for approximately 1 ¼ miles to the intersection of Old Mindon Road; Route 72 & Route 782; Industrial Drive. Turn right on Industrial Drive and proceed east for approximately 1 ½ miles to the intersection Highway 79. Turn right on Highway 79 and proceed east for approximately 100 yards to the intersection of Swan Lake Road. Turn left on Swan Lake Road and proceed north for approximately 1 ¾ miles to the intersection with Interstate 220. The following map is provided for further clarification of the boundaries of the delineated area. Lease Term Five years firm term, with five -one year Government elect options Submission Requirements Please provide as much as possible of the following basic information and descriptions pertaining to the building you propose for consideration by VA. VA's assessment of your building will be solely dependent on the information you provide. VA reserves the right to eliminate a property that fails to provide sufficient information. All submissions should include the following information: (1)Name of Owner. (2)Address or locational description of the building. (3)Age of building. (4)Total existing gross square feet. (5)Site plan depicting the building and parking. (6)Floor plan of the proposed space. (7)Identification of on-site parking to be dedicated for VA's use. (8)A map demonstrating the building is within the delineated area. (9)Description of ingress/egress to the building. (10)A statement that the building is currently zoned for medical and medical office use. (11)FEMA map evidencing that the building lies outside the 100-year floodplain. (12)A narrative and map describing proximity of the building to the nearest bus and/or train stop and major transportation routes. (13)Building owners must provide evidence of ownership. Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to VA for development. (14)Any information related to title issues, easements and restrictions on the use of the building. (15)A description of any planned land development or construction which will affect the building including neighboring projects and road/ utility line construction. ADDITIONAL REQUIREMENTS: The offered space: "Shall meet Federal and State Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. "Shall be fully serviced. "Hours of operation: 700am to 5:00pm Monday through Friday, but accessible for VA use 24 hours per day, 7 days per week "Shall not be next to a bar, liquor store or like establishment; "Shall not be located near a residential hotel; and "Shall not be located near an area where it is known that illegal activities occur such as illegal drugs sales. "Is preferred to be located on ground floor, if not, space must be ADA compliant to include elevator "A minimum of 55 on-site parking spaces is required. Access to the space from parking must not involve traversing a busy road, highway or other thoroughfare. "Space must be available for occupancy by January 1, 2016 Market Survey The Contracting Officer will make an initial evaluation to determine if the offered building meets VA's criteria as listed within this advertisement. If the building meets VA's criteria, a market survey may be necessary to evaluate the buildings submitted. If a market survey is necessary buildings will be evaluated as follows: "Buildings will be scored as Pass or Fail in accordance with VA site selection criteria.
