- Minimum Must have Specifications for Unit Required Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation S505-00401 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The 2012 NAICS code applicable to this acquisition is 334516. To be considered a small business under this NAICS, offerors must not exceed the 500 employee size standard. The USDA, ARS, National Laboratory for Agriculture and the Environment (NLAE) has a requirement for an Integrated CO2 and H2O Open-Path Gas Analyzer and 3-D Sonic Anemometer with an EB Enhanced Barometer and carrying case. Minimum must-have specifications are attached. This is a brand name or verifiable equal solicitation in accordance with FAR 52.211-6. All quotes for brand name or verifiable equal to Campbell Scientific IRGASON-EB-IC will be accepted. All responsible sources with the capability to provide an Integrated CO2 and H2O Open-Path Gas Analyzer and 3-D Sonic Anemometer with an EB Enhanced Barometer and carrying case with the same or similar minimum must-have characteristics may submit a proposal that will be considered. Any resulting award from this solicitation will be a fixed price contract. Award will be based on technical acceptability, best value and ability to deliver in 30 days from date of award. Responsible offerors must be able to provide the items within 30 days of date of award. All offers must be submitted no later than 12:00 P.M.
