- GSA, FAS intends to establish a not to exceed one-year Standing Price Quote (SPQ) for three (3) National Stock Numbers in the 5140 Federal Supply Class. The SPQ will begin on the date of award, and will be for a one year period. QUOTES ARE TO BE VALID UNTIL AWARD IS MADE. The NSNs are part of GSA's Special Order Program (SOP). All quotes for this RFQ are to be FOB destination for direct delivery to customer location. This SPQ is being established with no minimum order quantity requirement. A minimum order quantity of two or more will not be accepted unless no other quotes are received at a price determined to be fair and reasonable by the Contracting Officer. In addition to the normal clauses that apply to GSA SOP, the following clauses apply; 52.225-3 Buy American Act Free Trade Agreements Israeli Trade Act; and 52.212-4 Contract Terms and Conditions-Commercial Items. All orders will be FOB destination. SUBJECT SPQ IS NOT SET ASIDE FOR SMALL BUSINESS CONCERNS. For questions please contact Lichon L. The essence of this arrangement is that a contractor will be awarded an SPQ and will provide the subject NSNs to satisfy the requirements for the SOP, for direct delivery to customer location. The period of the SPQ will not exceed a one year time frame. There is no guarantee of orders and the SPQ can be cancelled at any time.
