Description

The U.S. Army Corps of Engineers (USACE) - Portland District located at 333 SW 1st Avenue; Portland, Oregon 97204, is issuing a Pre-Solicitation Notice for the purchase and installation of three (3) intake gates (four individual sections makes one gate) and two (2) draft tube bulkheads (three individual sections makes one bulkhead) for the John Day powerhouse, John Day Dam, Rufus, Oregon. THE WORK CONSISTS OF: This contract work includes procuring necessary materials fabrication and painting of the intake gates and draft tube bulkheads, verifying that the dimensions and tolerances shown in the plans have been met, delivery of the intake gates and draft tube bulkheads to John Day Dam, on-site assembly of the intake gates, and an onsite functionality test within the gate and bulkhead slots. The solicitation, specifications and other attachments will be available for download on FedBizOpps (FBO) (http://www.fbo.gov) on or about 27 Aug 2015, with an anticipated proposal due date of 23 Sep 2015. In order to view these documents, prospective offerors are required to self register their firm with FBO (Go to http://www.fbo.gov and 'Register Now' under 'Vendor / Citizens'). Registrants are responsible for the accuracy of the information on the registration list. The anticipated award date is 30 Oct 2015. The period of performance of the resulting contract will start on or about 01 Nov 2015 and will require various interim completion dates of all installation of intake gates and draft tube bulk heads no later than as stated in the measurement and payment section with final delivery of the last optional item, if executed, by August 31 2017. The contract will be awarded to one (1) contractor using FAR Part 15 Source Selection Processes and Techniques. Additional information to follow. This procurement is for full and open competition. The applicable NAICS code is 332312 (Fabricated Structural Metal Manufacturing) with a Small Business Size Standard of 500 employees. All responsible sources may submit a quotation which shall be considered by the Portland District. SITE VISIT INFORMATION: A site visit will be held at John Day Dam at 10:00 AM (Pacific Standard Time) on 10 Sep 2015. Driver's license, CAC, or TWIC card number and issuing agency (be sure to have on-person for visit) 5. Information must be submitted at least 1 business day prior to requested date of entry. JDD business hours are from 0630-1700 Monday - Thursday. Additional requirements for foreign nationals: 1. Name and title 2. Nationality 3. Color copy of passport information page 4. Color copy of visa or green card 5. Information must be received at least 30 calendar days (45 days for Chinese Nationals) prior to requested date of entry.
