- Upgrades and migration of Manhattan Associates SCOPE Software Suite to 2015 version. Justification for an exception to fair opportunity is to allow the negotiation and issuance of a new task order under the existing multiple award indefinite delivery, indefinite quantity (IDIQ) contract HSFE30-15-D-0006. This sole source action is to prevent an unacceptable delay for critical upgrades and migration of the current version of the Manhattan Associates SCOPE Software Suite to the 2015 version.
