Attachment A Table 2 Table 1 Sources Sought Notice Attachment C Table 3 Performance Work Statement Attachment B-1; The purpose of this sources sought notice is to identify qualified business concerns that are interested in and capable of performing the work described herein, and posted as a market research tool only. This is not a solicitation nor does it guarantee a solicitation will be issued. Request for a solicitation will not receive a response. Any information submitted to this sources sought notice is strictly voluntary. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to it. Not providing a response to this notice will not prohibit/exclude your company from participating in any future solicitations. Eglin AFB, FL is contemplating a firm-fixed price contract for one year, plus four (4) option years. The 96 CEG is seeking potential sources to provide technical and administrative support to perform compliance evaluations of drinking water systems, prepare Florida Department of Environmental Protection (FDEP) Public Water System (PWS) and Northwest Florida Water Management District (NWFWMD) Consumptive Use Permit (CUP) permit applications, analyze and report water resource quality and production, evaluate regulatory compliance, and sustain and analyze water system data and assist in resource planning and decision efforts utilizing the Web-based Water System (WBWS) for the 96 Civil Engineer Group (CEG) at Eglin AFB. The WBWS is the foundation of water related environmental compliance and analysis at Eglin AFB. The contractor shall ensure quality data is maintained to support reporting and compliance requirements. The general nature of the work involves the planning, execution, and evaluation of the status of water resources compliance as well as researching and preparing recommendations for organizational adoption and implementation to potential future regulatory requirements. Task requirements include, but are not limited to, environmental compliance and planning and decision support, water resource permit applications, environmental reporting, and water resource reporting and planning data sustainment using WBWS. The following are support services requirements that are included: Environmental Compliance and Planning and Decision Support Support 96 CEG in maintaining compliance with existing FDEP and NWFWMD regulatory requirements and assessing potential impacts of future regulatory requirements and executing water resource planning and decision efforts and provide comprehensive technical support for the following: • Perform analysis to identify potential water resource process or project improvements to meet mission needs and reduce regulatory requirements and assist the base in attaining mandated water conservation goals while sustaining range and cantonment mission capabilities. Document findings and recommendations on the annual water system classification report and submit to the water utility supervisor. • Perform evaluations of all proposed projects involving drinking water utility changes/additions to identify drinking water or water production compliance requirements. Document requirements and recommendations and submit an evaluation form to the water utility supervisor. • Perform review and field work to assess current and future impacts of current and proposed regulatory requirements to facilitate water resource planning and decision making. Must coordinate with Eglin AFB Range Chiefs and/or 96Test Wing (TW) Engineers and identify current and future water use needs for military mission sustainability. Document findings in report and inform Water Utility Supervisor of recommendations/requirements. Must review current and proposed federal, state, and local rules and regulations and provide updates to the water utility supervisor. • Ensure existing and new permit water resource terms and conditions are tracked and compliance with the terms and conditions is documented. Track all existing NWFWMD CUPs, (Table 1) utilizing the WBWS. Ensure all existing permitted compliance requirements are met and submit required information for each permit to the NWFWMD. Add all new CUP terms and conditions into WBWS and track using WBWS. Ensure consumption data is entered for all water wells (Table 2) and data is accurate to ensure proper tracking of required data. • Collect and analyze compliance data to identify trends and potential risks, conduct inspections of water wells listed in (Table 2), utilize data contained within the WBWS and analyze data obtained to identify trends and/or potential compliance risks and report all findings to the water utility supervisor. • Assist in the implementation of new outreach efforts to support compliance with regulatory compliance requirements and achieving water resource conservation goals. • Attend 96 CEG design review meetings, scoping meetings, and pre-construction meetings as needed and provide input to stakeholders on specific Eglin AFB water resource and system requirements as well as regulatory requirements to ensure compliance with base established preferred operations, sustainability initiatives and FDEP/NWFWMD regulations for new construction initiatives. Provide all requirements and recommendations to the water utility supervisor. • Coordinate with FDEP, Eglin Bioenvironmental, and 96 CEG/CEVCE on all PWS abnormal occurrences, PWS planned work notifications, and PWS planned work approvals. Work with proponents to evaluate planned work and identify any applicable exemptions or options that avoid permitting but still maintain compliance and mission capability. Must submit all PWS abnormal occurrence forms and PWS planned work notification forms to Eglin Bioenvironmental, 96 CEG/CEVCE, and FDEP within 24 hours of problem being identified. • Maintain historical data for the Eglin Water System (approximately 200 water wells and associated well equipment such as pumps and flow meters) and support WBWS as a readily accessible archive for operational, planning, decision making and regulatory documentation (Attachment A).  Using WBWS, maintain accurate water well and water storage tank inventory data, including location data, inspection requirements and water production.  Perform annual water meter inventory for all water wells listed (Table 2). Update meter photo and equipment details in WBWS.  Collect and validate physical and spatial data for water valves, backflow preventers, water sample stations and sewage lift stations as needed. Enter validated data into WBWS. • Track and document inspections and compliance status on PWS Storage Tanks. • Identify and document water resource compliance requirements including applicable deadline dates. • Perform compliance evaluations of all PWS wells (Table 2) and resource components as required prior to FDEP inspections. Submit all findings, requirements, and recommendations to the water utility supervisor in a pre-inspection report prior to FDEP PWS inspection. • Inspect all existing PWS's and the associated 40 wells and coordinate with the water utility supervisor on all findings to ensure wells are maintained in accordance with FDEP PWS standards. These inspections must occur once per quarter (Attachment A). • Track and document all findings. Water Resource Permit Applications Provide technical support to perform calculations, prepare and submit FDEP PWS and NWFWMD CUP permit applications that provide adequate water resource capacity to sustain range and cantonment mission activities. Provide comprehensive technical support for the following: • Coordinate with 96 CEG and base point of contacts (POCs) as required to quantify water resource needs to sustain range and cantonment missions and incorporate these needs into permit applications. • Provide technical support to prepare and submit up to 8 PWS component or water main extension permits. • Prepare the following CUP applications:  Up to 8 new, modification or renewal CUP applications  Modify up to 8 new comprehensive CUPs to address new wells not currently covered under an existing CUP.  Work shall include preparation of the NWFWMD required permit forms and associated required data, including maps. • Meet with FDEP and NWFMD regulators to accomplish permit applications and adequately plan for water resources to sustain range and cantonment area mission capability. Environmental Reporting Provide technical support to generate and analyze required reporting on water resource quality and production and provide comprehensive technical support for the following: • Provide technical support to identify water resource needs and identify potential actions to sustain and expand water resources to ensure range and cantonment area mission capabilities. • Prepare and analyze FDEP Monthly Operating Reports (MORs) for all PWS's (currently 19) operating (Table 3).  Ensure accurate and complete data are submitted.  Identify and report trends to water utility supervisor for planning purposes. • Prepare, analyze, and submit the NWFWMD annual water use reports to the NWFWMD for the applicable CUPs. Prior to submission to NWFWMD, submit completed reports to the contracting officer's representative (COR), contract specialist, and water utility supervisor for review and approval. • Prepare and analyze 96 CEG water production reports. Prior to submission to 96 CEG, submit completed reports to the COR, contract specialist, and water utility supervisor for review and approval.  Identify and report trends for planning and decision making purposes. • Respond to all Air Force required Data Calls involving water resources to include but not limited to (Utilities Privatization, DUSDE, AFIRS, NIA, HQ Water Audits, UCI, etc.) • Provide evaluation of regulatory, Air Force and internal water resource reports. Water Resource Reporting and Planning Data Sustainment Provide support to maintain and validate water resource data utilizing the existing database system and provide comprehensive technical support for the following: • Implement and Maintain the existing WBWS database -Provide technical assistance daily to Water Shop Supervisors and Certified Drinking Water Operators on WBWS applications and functionality to facilitate the comprehensive application of the system components. -Address input from the Water Shop on WBWS trouble-calls. -Conduct required maintenance on system to ensure network and security compliance and data backups as necessary. -Conduct routine validation to ensure that database applications are functioning properly and data entry is performed correctly. -Enhance the existing database application to include the ability to view summarized data for drinking water assets such as by well/permit classification, progress towards AF mandated water conservation goals (Attachment B) and water resource production trends and capacity. -Utilize the existing WBWS to evaluate the water systems and identify production and compliance trends and support resource planning and decision efforts by 96 CEG. -Follow latest Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) requirements for security concerns and the DIACAP Change Management Process for all changes and updates. Must maintain the current Authority to Operate (ATO) (Attachment C). -Contractor must have the Security+ certification and US Air Force FSA administrative rights to manage WBWS. The NAICS code applicable to this requirement is 541620, with a small business standard of $15,000,000. Capability Statement Requested Request that all interested and qualified businesses respond to this sources sought notice with a capability statement. Statement should not exceed fifteen (15) pages. Electronic submission of capability statement is preferred but hard copies will be accepted. Electronic submissions should be in Microsoft Word or PDF format. At a minimum, the capability statement shall include the following: • Offeror's names, address, point of contact, phone number, and e-mail address. • Offeror's Cage Code and DUNS number. • Offeror's confirmation of interest in bidding on the solicitation if it is issued. • Offeror's capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to provide comprehensive environmental compliance/IT technical support as described in this sources sought notice, comparable work performed as described above within the past three (3) years, brief description of the project, customer name, timeliness of performance/met or exceeded the required completion date, customer satisfaction, and total dollar value of the project); provide at least 2 examples of previous clients and their point of contact information. • Offeror's Joint Venture information, if applicable - existing and potential. The Government will utilize this information in determining the best acquisition strategy for this acquisition.
