- The Social Security Administration (SSA) intends to negotiate with SZS Consulting Ltd. (SZS) on a sole source basis following the policies of Federal Acquisition Regulation (FAR) 12, in conjunction with the policies and procedures for solicitation, evaluation, and award, as prescribed in FAR 13. Specifically, SSA anticipates soliciting from a single source as allowable under FAR 13.106-1(b)(1), where the contracting officer determined that the circumstances of the contract action deem only one source available. SSA requires the services of a subject matter expert to provide specific guidance regarding negotiating, structuring, and framing terms and conditions associated with a pre-existing IBM Mainframe Software General Services Administration Federal Supply Schedule delivery order, awarded December 2014, in such a manner that the agency is likely to receive additional savings of taxpayer dollars spent on IBM Mainframe Software. SSA has determined that SZS is the only responsible source that can provide the consulting services described above. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Verbal responses are not acceptable and the agency will not provide consideration to any responses not in writing. This notice of the agency's intent serves to satisfy the synopsis requirement of FAR 5.101(a)(1). Furthermore, the agency anticipates issuing a Request for Quotation directly to SZS on or about September 9, 2015. A determination by the agency not to compete this requirement based upon responses to this notice is solely within the discretion of the agency. Submit questions in response to this notice in writing to Joe.Speca@ssa.gov by Monday, September 7, 2015 at 2:00pm EST. Telephone calls regarding this matter will neither be accepted nor returned.
