- The Naval Sea Systems Command (NAVSEA) Supervisor of Shipbuilding (SUPSHIP) Management, SEA04Z, has a requirement for enterprise support to the Technical Support Management (TSM) system software. The TSM system software supports the SUPSHIP activities, associated program offices, Program Executive Offices (PEOs) and Board of Inspection and Survey (INSURV), for all U.S. Navy new ship construction programs. This system software is used to support a wide variety of business processes at the SUPSHIPs, private shipbuilders and NAVSEA headquarters. The contractor shall be required to provide expert engineering support to the Government in the areas of information technology life cycle planning, operations and sustainment, documentation, program management, testing, training, and deployment in support of this system software. Engility Corporation is currently supporting this requirement under task order N00024-01-D-7028-0009, which was competitively awarded on 27 February 2004. This task order is due to expire on 25 February 2016. Pursuant to 10 U.S.C. 2304(c)(1), Engility is the only responsible source capable of fulfilling the Navy's requirements for continuing TSM support without unacceptable delays in fulfilling the Government's requirements. Engility is the original designer, developer, and sole manufacturer of the Technical Support Management System software. There is an unresolved, on-going dispute regarding the Government's data rights for the source code of the TSM system software. An alternate source could not provide support to the TSM software without access to the source code. Absent the requisite design data, any other source would need to develop a new Technical Support Management system software from scratch. The period of performance for the immediate sole-source contract will include a base year and two (2) option years. The period of performance for the base year is anticipated to be from 26 February 2016 through 25 February 2017 to enable the continuation of these critical services. The principle places of performance are Washington, DC, Chantilly, VA, and Charleston, SC. Parties interested in subcontracting opportunities should contact Engility Corp. directly. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to solicit proposals from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
