The Army Contracting Command-New Jersey (ACC-NJ), on behalf of Project Manager Soldier Weapons (PM SW) anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price (FFP) Contract to support the Modular Handgun System (MHS). This procurement is being issued under NAICS codes 332992 and 332994. This Full & Open Competition (F&OC) intends to award up to three (3) IDIQ contracts for Production Verification Testing (PVT) units and then down select to one awardee for production units. This RFP reflects requirements to be fulfilled with each proposal to be considered for award. All proposals, including bid samples, shall be submitted at the appropriate address listed in the solicitation no later than 1:00PM Easter Standard Time (EST) on 28 January 2016. Please see the additional documentation area for the RFP and the non-controlled attachments. The Purchase Descriptions for the Modular Handgun System, Government's Tissue Damage Model and other controlled documents, will be provided separately upon request. To obtain a copy of the latest Purchase Description (PD) AR-PD-177, AR-PD-179, AR-PD-180, AR-PD-183, AR-PD-184 and other controlled documents, interested parties must mail / email a signed, approved and in force: DD Form 2345 Military Critical Technical Data Agreement, AMSTA AR Form 1350 Technical Data Questionnaire, Non-Disclosure / Non-Use Agreement and an ITAR Registration. The Governments Tissue Damage Model (TDM) will also be provided separately upon request and receipt of all of the required documentation. Each Vendor who submits a signed valid request, using the Tissue Damage Model-Shipping Request and Software Key Form, will receive one (1) CD with the ARDEC TDM software to which up to five (5) user software keys may be assigned.
