Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns. ROICC Camp Lejeune is specifically seeking 8(a) Small Businesses, HUBZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform maintenance repairs, annual certification and quadrennial load tests for seven (7) vehicle lifts at Marine Corps Base Stone Bay, RR430. The Procurement Method is Simplified Acquisition Procedures FAR Part 13. The North American Industry Classification System (NAICS) Code for this procurement is 811310 and the annual size standard is $7,500,000.00. The contract term will be a base period of 12 months plus four (4) twelve-month option periods. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six (6) months under the Option to Extend Services clause. This is a new requirement; no previous purchase history exists for these services. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All Small Business concerns are encouraged to respond. The Government will not pay for any information solicited. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a Small Business concern set-aside is an acceptable strategy for this procurement. The proposed contract listed here is being considered for 100 percent set-aside for Small Business concerns. Interested 8(a) Small Business, HUBZone Small Business, Small Disadvantaged Veteran Owned Small Business, Women Owned small Business, Economically Disadvantaged Women Owned Small Business, or other Small Business concerns should, as early as possible but not later than 4 September 2015, indicate interest in the acquisition by providing to the contracting office a capability statement to include the following: Ability to meet all technical requirements outlined in this notice Active SAM registration DUNS number CAGE code Representations as Small Business Small Business classification for NAICS Code 811310 If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than close of business 4 September 2015.
