- U.S. Citizenship & Immigration Services (USCIS) intends to issue a Request for Proposal (RFP)/Solicitation for the acquisition of Potomac Center Operations Support Services (PCOSS) that will take place primarily at 2200 Potomac Center Drive, Arlington, VA. Contractor support services include Program Management, Correspondence Management, Data Collection, Fee Collection and File Operations Support. USCIS intends to award a single contract, on a time and materials basis, inclusive of a 12-month base period with three 12-month option periods for a total of 48 months of potential support. The North American Industry Classification System (NAICS) code is 541611 - Administrative Management and General Management Consulting Services. This acquisition will be a full and open competition. The policies and procedures of FAR Parts 12 and 15 will be used. Selection under this solicitation shall be based on the responsible offeror whose proposal represents the Lowest Price Technically Acceptable. THE GOVERNMENT INTENDS TO MAKE AWARD WITHOUT DISCUSSIONS. This will be an electronic solicitation released on FedBizOpps. Proposals shall be submitted electronically through FedBizOpps. No hard copy proposals will be accepted. It is anticipated the solicitation will be released 15 days from this notice through on or about 11 SEPT 2015. The Department of Homeland Security Acquisition Planning Forecast System (http://apfs.dhs.gov/) number for this effort is F2015027506. This effort is not for information technology services.
