- The NAVSUP Fleet Logistics Center Jacksonville, Florida intends to solicit vendors capable of providing local exchange access, commercial network service, supporting subscriber service for the Jacksonville area Naval Complexes consisting of Naval Air Station (NAS) Jacksonville, Naval Hospital Jacksonville, Naval Station Mayport, Fleet Readiness Center Southeast (FRCSE) Jacksonville, Cecil Commerce Center and the additional outlying locations under Area of Responsibilities (AOR) for Base Communications Office (BCO) Jacksonville. Offeror should be able to provide the requirements for local exchange access, carrier commercial network service, path/interface to the Public Switched Telephone Network (PSTN) to support simultaneous access, transmission and switching of voice, data and image services. Trunking service shall terminate on the Navy ™s Lucent 5ESS telephone switching platforms at the following locations: NAS Jacksonville (Building 27), Naval Hospital Jacksonville (Building 2080), and Naval Station Mayport (Building 2276). In addition, trunking service shall terminate on the Navy ™s Avaya S8500 telephone switching platforms at Cecil Commerce Center, 6206 Aviation Avenue, Jacksonville. THIS IS A PRE-SOLICIATION NOTICE ONLY: This synopsis is not a request for quotes or proposals. A request for quote will be available for download on or about 03 September 2015 at the following websites: https://www.neco.navy.mil and www.fbo.gov. The Navy intends to solicit for a Firm Fixed Priced contract. No solicitation document exists at this time. This procurement will be for full and open competition using acquisition procedures under FAR 13.5 “ Test Program for Certain Commercial Items. The proposed procurement is for a twelve (12) month base period and one (1) one-year option period. It is the responsibility of the interested parties to independently review the referenced websites frequently for updates. No paper copies of these documents will be issued. Offerors must be registered and active in the System for Award Management (SAM) database to be considered for award (www.sam.gov).This procurement will be unrestricted and is identified under NAICS Code 517110 with the small business size standard being 1,500 employees.
