- Request for Quote This notice is a combined synopsis/solicitation. It is for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) and the reference number is HTC711-15-Q-D097. The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83, dated 02 July 2015. The North American Industry Classification System code is 511210 with a business size standard of $38.5M. The ClearTerra LocateXT technology searches unstructured textual data within documents, rapidly discovering and transforming geocoordinates, user-defined place names, temporal, and other customizable information into structured standard map data layers. LocateXT technology is available for multiple geospatial/visualization platforms encompassing the desktop, server, and cloud-based environments. LocateXT saves critical analysis time, provides instant geospatial awareness for time-sensitive decisions, and allows for the detection of patterns through visualization that may otherwise be missed. LocateXT is a plug-in that would run within our existing ArcGIS and ESRI programs. Request for Quote (RFQ): Quotes will be evaluated using the lowest price technically acceptable (LPTA) evaluation method. Please complete the attached RFQ Information Sheet. Per the Brand Name Justification, no brand name other than ClearTerra Locate XT ArcGIS for Server can provide the necessary capabilities to perform this requirement. A brand name purchase is required in order to fulfill this mission requirement. Part numbers and quantities are specified in the attached RFQ Information Sheet.
