Description
This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is 519190, All Other Information Services, with a size standard of $27.5M. If a potential vendor believes they can provide products/services which meet or exceed the salient characteristics identified below, but under a different NAICS code, please feel free to respond to this Sources Sought document and identify the appropriate NAICS code and why you believe it is appropriate. Mission Installation Contracting Command (MICC) Contracting Center - Fort Sam Houston (FSH) is seeking information on sources to provide News Media Monitoring Services in support of Headquarters, U.S. Army Installation Management Command (HQ IMCOM), Public Affairs at 54 U.S. Army posts around the world. Due to the variety and fluidity of events occurring each day that could potentially impact U.S. Army operations, a news media monitoring service is needed to help track and maintain awareness of daily events and their potential applicability and impact on U.S. Army operations. This service will provide Public Affairs officials at 54 Army garrisons around the globe immediate access to news media (print, video, and web based) to brief/advise/inform senior leadership on particular news items of interest. Accordingly, this service shall be able to provide the following characteristics: 1.Must have international capabilities (ability to be utilized at Army garrisons worldwide), 2.Must be able to monitor national/local news quickly amid time zone differences (tied to the 24-hour news cycle), cultures and languages, 3.Must have real-time e-mail alerts 4.Must have ability to quote mark keyword quote mark search media issues through a common simple interface, 5.Must have ability to capture video, print and internet news, 6.Must provide some means of calculating the news impact or value of reported news 7.Must be a quote mark flat-fee service quote mark as opposed to payment per article or broadcast item retained. 8.Must have ability for a minimum of 54 log-in names, each with their own individual search parameters and reports 9.Must have unlimited media monitoring search terms for each login name search 10.Must be able to play unlimited video and audio news clips 11.Must be able to create reports and e-mail to unlimited recipients 12.Must have full-length transcript text and unlimited transcripts of video and audio news stories 13.Must allow web print news monitoring, 14.Must allow flexible monitoring settings (i.e. per hour, per day), 15.Must provide chart and graphical analysis, 16.Must allow for archival searching, 17.Must allow for editing of unlimited clips 18.Must allow for free download of news clips 19.Must have a mobile smart-phone app which provides connectivity to the service In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status if applicable (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.), and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7. Recommendations to improve the approach and specifications to acquiring the identified items/services. It is requested interested businesses submit (via e-mail) their completed response (no more than 10 pages in length, single spaced, 12-point font minimum) to the following personnel: Mr. Michael Bilicki, Contract Specialist, michael.t.bilicki.civ@mail.mil, and Ms Andrea G.
