- Draft RFP MSC is issuing the draft Request for Proposals (RFP) for industry review and comment in advance of the release of the final RFP. Military Sealift Command requests any comments on the draft no later than 9 September 2015. Military Sealift Command expects to release the final RFP soon after that date. For interested vendors desiring to plan in advance of the release of the final RFP, Military Sealift Command considers the scope of the Performance Work Statement to be essentially complete. Elements of the PWS may change based on comments received. Interested vendors should take note of the Organizational Conflict of Interest (OCI) terms in the RFP. Vendors that have responsibility for any aspect of MSC's safety program, including its contract operators, will likely have an OCI that may preclude their participation in the procurement.
