- Draft RFP for LPE Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to procure Low Pressure Electrolyzers (LPE) for submarine life support service. The LPE is a self-contained electro-chemical oxygen generating plant. A full draft specification of the LPE is available as an attachment to this notice. All interested parties are invited to submit questions to the contract specialist at kevin.c.hann@navy.mil within three weeks of this posting. Any questions submitted after this time may not be considered. After all questions have been reviewed and analyzed, NSWCCD reserves the right to answer legitimate questions publically through fbo.gov or through holding a pre-solicitation conference at NSWCCD Philadelphia. An official solicitation is expected thereafter and offerors will be expected to submit both technical and price proposals for the consideration of the Government. A firm-fixed price, indefinite-delivery, indefinite-quantity type contract is anticipated to result from the solicitation (RFP). It is the intention of NSWCCD to issue this RFP through electronic means only. The RFP will be available as http://www.fbo.gov/. All prospective bidders must be registered in the System for Award Management (SAM). The NAICS code for this requirement is 333999.
