- FA4600-15-R-0014 High Performance Computing Cooling Maintenance SF1449 COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. Solicitation FA4600-15-R-0014 incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-83, dated 3 Aug 15. This requirement is set-aside 100% for Small Business. North American Industry Classification System Code (NAICS) is 238220 - plumbing, heating and air-conditioning, with a size standard of $15M. All qualified small businesses under this industry are encouraged to submit quotes. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." DESCRIPTION OF REQUIREMENT: Contractor is to provide all labor, tools, materials, supplies (including refrigerant), and supervision that will allow the contractor to repair and maintain the cooling systems for 557th Weather Squadron's High Performance Computing cooling system on Offutt AFB, NE in accordance with attached Performance Work Statement. APPLICABLE LABOR LAWS: This solicitation is subject to the Service Contract Labor Standards FAR 52.222-41 Wages under this contract are subject to the attached prevailing wages following local procedures within solicitation FA4600-15-R-0014. REFERENCES: The following publications are available electronically at http://farsite.hill.af.mil/ Federal Acquisition Regulation (FAR) Defense Federal Acquisition Regulation Supplement (DFARS) Air Force Federal Acquisition Regulation Supplement (AFFARS) SPECIAL INSTRUCTIONS: Offerors shall be required to return the attached Standard Form 1449 Solicitation FA4600-15-R-0014, signed and filled in appropriately as their offer along with any additional information required to be submitted by FAR 52.212-1 Instructions to Offerors Addenda and any additional fill-in provisions. All contractors must be registered in the System for Award Management http://www.sam.gov database prior to any contract award. SITE SURVEY PARTICIPANT NAMES DUE BY: Any potential offeror who wishes to attend the scheduled site visit must submit the names of those attendees by 8 September 2015 at 1200hrs (Noon) CST to justin.vann@us.af.mil AND brenda.hamilton@us.af.mil. SITE SURVEY DATE, TIME, AND LOCATION: The site survey will be on Offutt Air Force Base, NE on 10 September 2015 at 09:00 A.M. Central Standard Time. Attendees will meet at the STRATCOM Gate by the specified time above. Only attendees whose names were submitted by the required time will be permitted to participate in the site visit. QUESTIONS DUE DATE AND TIME: All questions concerning this solicitation shall be sent by 15 September 2015 at 1600hrs (4:00 PM) CST. A question and answer (Q&A) will be posted approximately 2 days after all questions are in. OFFER DUE DATE AND TIME: 28 September 2015, 0800hrs (8:00 A.M.) Central Standard Time LATE OFFERS: Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref.
