- Solicitation This is a solicitation for Hemlock Woolly Adelgid Treatment for U.S. Army Corps of Engineers at Raystown Lake in Huntingdon County, PA. The hemlock woolly adelgid has decimated eastern hemlock stands across the Raystown Lake Project. Raystown was home to 30+ eastern hemlocks stands, but now only 9 remain. These remaining stands are only surviving due to continual pest suppression treatments. Tree treatment shall be performed using soil injections protocol or other treatment methods approved by the Corps. Trees treated using soil injection shall be treated as directed by the insecticide label for Imidacloprid treatments by soil injection. All work will be subject to the inspection of Corps representatives as well as inspectors with other appropriate agencies such as the Pennsylvania Department of Environmental Protection, Pennsylvania Department of Agriculture and Pennsylvania Department of Conservation of Natural Resources. No portions of this contract shall negate the applicability or requirements of any county, state or Federal regulation or law.
