Description

This is a market survey for the acquisition of twenty-five (25) L-3 Communications IR Camera Cooler, Part Number: 657186-1 for the FAA Logistics Center, Product Services Division, (AML-4000). The L-3 Communications IR Camera Cooler will support the evaluation and repair of Camera equipment as a component of the Custom and Border Protection (CBP) RVSS system. These Coolers are critical components of the IR Camera (NSN: 4920-01-578-9418). These IR Cameras are currently deployed along the northern border within CBP ™s SBInet surveillance system. The FAA intends to solicit and negotiate only with L-3 Communications Cincinnati Electronics, 7500 Innovation Way, Mason, OH 45040; on a single source basis as L-3 Communications Cincinnati Electronics is the original equipment manufacturer (OEM) of the test equipment and retains the proprietary rights to the original design and technical data of the Cooler and the Camera it supports. L-3 Communications Cincinnati Electronics is the only known source by which these assets can be procured. It is anticipated that a firm-fixed price type purchase order will be used to purchase these proprietary items. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor ™s expense. The purpose of this market survey is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing L-3 Communications IR Camera Cooler, Part Number: 657186-1. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICSSize Standards 334511750 Employees The Contractor must furnish all labor, tools, parts, software/hardware/firmware, expendable and consumable items, and other technical and administrative support as necessary to provide the L-3 Communications IR Camera Cooler, Part Number: 657186-1. Specifically the Contractor must deliver a quantity of 25 L-3 Communications IR Cryogenic Camera Cooler, Part Number: 657186-1 to the L-3 Communications vendor to be stored as Government Furnished Equipment (GFE) until the Coolers are needed as a replacement component of the IR Camera. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make the determination, the FAA requires the following from interested vendors in accordance with the attached documents herein: 1. Capability Statement “ Type of services provided by your firm Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance) Number of years in business Documentation that clearly specifies and identifies proof of access to L-3 Communications Cincinnati Electronics drawings, manufacturing specifications, and all other for the L-3 Communications IR Camera Cooler, Part Number: 657186-1 Clearly state that you have access to the drawings and specifications proprietarily owned by L-3 Communications Cincinnati Electronics. All responses to this market survey must be received by 2:00 p.m. Central (Oklahoma) Time, Friday, September 11, 2015.
