- DHS proposes to award under the authority of FAR 6.302-3(a)(2)(ii), Industrial Mobilization; Engineering, developmental or research capability; or expert services, a sole source contract to the Interoperability ClearingHouse (ICH) for the purpose of research and analysis of the Department of Homeland Security's (DHS's) Application Lifecycle Framework (ALF). ICH as an independent expert will assess the current state of Acquisition at DHS for the implementation of agile acquisition using industry best practices resulting in an approach to accelerate FITARA goals and apply an agile approach to reform the ALF process. The anticipated period of performance is 6 months. The applicable NAICS code for this acquisition is 541618 and the size standard is $15M. The government will award a firm fixed price contract as a result of the solicitation which will be conducted using FAR Part 12/13 procedures. A nonprofit institution is being engaged as a subject matter expert and neutral evaluator of the DHS acquisition lifecycle framework which will result in an exclusion from any future contracts with the Department. Interested nonprofit institutions may identify their interest and capability to respond to this requirement no later than September 8, 2015 at 10:00 am EDT, after which time, a contract shall be issued. This notice is not a request for competitive proposals or quotes.
