- Sole-source justification. Brooks Army Medical Center intends to issue a sole source award to Eyemaginations, Inc., 1820 Lancaster Street, Baltimore, MD 21231 for the purchase of one (1) license to Eyemaginations. This one-year subscription provides downloadable treatments plans. The requirement is to obtain a valid one-year subscription or license to Eyemaginations ECHO PRO for the Optimalogy Clinic. The ability to access to this website will provide Otolaryngology patients with up-to-date information and present them specific diagnosis and treatments. The ability to access to this website will provide Otolaryngology patients with up-to-date information and present them specific diagnosis and treatment plans. Eyemaginations is a website and it must be capable of accessing and approved by the government for web access and web browsers without any required software installation. Subscription administrator must be able to monitor usage and completions and generate reports. The anticipated period of performance for the service will be 15 September 2015 - 14 September 2015. This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirement. Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to sandra.a.smith7.civ@mail.mil no later than710062 1600 hours CDT, Tuesday, September 1, 2015. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued base upon this Notice of Intent.
