Description
The Centers for Disease Control (CDC) /National Center for Environmental Health(NCEH)/ Division of Environmental Hazards and Health Effects (EHHE) intends to award a sole source firm fixed price Purchase Order to Wisconsin Occupational Health Laboratory (WOHL), part of the University of Wisconsin in Madison, WI. The WOHL will use chromatography and mass spectrometry in order to calculate VOC and formaldehyde levels in green and control homes in the Green Housing Study. In the Green Housing Study, air sampling is conducted by using passive diffusion badges. VOCs will be desorbed from the passive sampling media with carbon disulfide and quantified using gas chromatography coupled with flame ionization (GC-FID) and mass spectrometric (GC/MS) detection. Aldehydes will be desorbed from passive 2,4-dinitrophenylhydrazine (DNPH) treated media with acetonitrile, and the derivatized aldehydes will be quantified using ultra high-performance liquid chromatography (UPLC) with UV detection. CDC/NCEH will be investigating VOC levels in air collected in homes participating in the Green Housing Study' s New Orleans study site. Specifically, highly sensitive chromatography and spectrometry of samples is required to ensure comparability with results from previous study sites. The Wisconsin Occupational Health Laboratory (WOHL) is the only laboratory that can conduct the ultra high-performance liquid chromatography (UPLC) with UV detection for the VOCs in the CDC study without requiring expensive side-by-side testing to confirm that inter-laboratory variation does not occur. This procurement is for Commercial Services as defined by FAR Parts 2 & 12. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
