Description
NASA/MSFC has a requirement for continued mission-focused integrated production and facility operation support to NASA Projects and other on-site users and tenants at the Michoud Assembly Facility (MAF). As both a manufacturing facility for human space flight hardware and an operational installation for users and tenants, MAF's manufacturing support and facility operations are required 24 hours a day, 7 days a week. This support is currently provided under the Manufacturing Support and Facility Operations Contract (MSFOC), NNM09AA20C with Jacobs Technology. NASA/MSFC intends to negotiate with Jacobs Technology only for a proposed seven-month extension, inclusive of a four-month base period and three one-month option periods, for: A follow-on contracting activity, entitled "Synergy Achieving Consolidated Operations and Maintenance (SACOM)" is the subject of an on-going protest scheduled for disposition by the Government Accountability Office on or before October 22, 2015, which extends beyond the current MSFOC period of performance end date of September 30, 2015. SACOM is the follow-on contract mechanism intended to take advantage of consolidation opportunities between service requirements presently being supported under MSFOC, Stennis Space Center (SSC)'s Facility Operating Services Contract (FOSC), and SSC's Test Operations Contract (TOC).A 90-day SACOM transition period is required prior to full assumption of responsibility by the selected contractor prompting the need for a four-month base period extension to MSFOC. The three one-month option periods will provide the Government the flexibility to extend the current contract for the minimal period required should there be further delays to full SACOM assumption by the follow-on contractor. Any lapse in the MSFOC service provision during the period of the SACOM protest and subsequent performance commencement would cause irreparable harm to the SLS Program. This decision is made pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, which implements the authority for 10 U.S.C. 2304(c) (1). Competition is impractical for the following reason: It is not practical to compete this work and then transition to SACOM for such a short period of time. The potential benefits of competition would not offset the administrative burden and expense of conducting an additional competition. The time requirement for selecting and awarding a contract to another source is not practical compared to extending the current MSFOC contract. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 12, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
