- Description
- The Social Security Administration (SSA) intends to negotiate solely with Pitney Bowes, located at 1313 N. Atlantic, 3rd Floor, Spokane, WA 99201-2303 to obtain upgraded software and five servers for the Pitney Bowes product, DFWorks. Pitney Bowes will install, and provide training on the updated software and servers. SSA requires this upgrade to continue to receive maintenance for the DF Works software and servers. Under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available...." Pitney's proprietary DF Works software, severs and maintenance is only available from Pitney Bowes who is the sole provider of the required software, servers and maintenance. Only Pitney Bowes has access to the source code necessary to provide the required upgrades to the software, servers, and maintenance. SSA intends to establish a firm fixed-priced purchase for these supplies and services. Written responses to this Notice shall contain sufficient documentation to establish a bona-fide capability to fulfill this requirement. Submissions shall not exceed 5MB. This is not a request for quotation. A determination by the Government not to complete this proposed order based upon responses to this notice is solely within the discretion of the Government. The Government will not notify respondents of the results of this information. All submissions in response to this notice must be submitted in writing via email to Joeie Tracht at Joeie.Tracht@ssa.gov no later than 12:00pm, Tuesday, August 4th, 2015.
