Description
The Department of Veterans Affairs, SAO east, NCO8 - Miami, FL intends to award a sole source commercial contract in accordance with FAR Parts 12 & 13. The North America Industry Classification System Code [NAICS] is 811219 and size standard is $20.5 Million. The Government has determined that DYNEX Technologies is the only source that can satisfy this agency requirement. Vendor shall provide preventative maintenance for the DYNEX Technologies Analyzer Instrument manufactured by DYNEX Technologies| Instrument Model # DXS| SN# IDXC2749. All responsible sources may submit a response, which if timely received, will be considered by The Department of Veterans Affairs SAO east, NCO8 - Miami, FL. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Under Statutory Authority 41 U.S.C. 253(c) (1), the Government anticipates entering into sole source contract with DYNEX Technologies. This announcement is for services for which the Government intends to solicit with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can only be satisfied for supplies/services available from one source. This notice of intent is not a request for competitive quotes. Other persons may identify their interest and capability to respond to this requirement by July 30, 2015 by 3:00 PM EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. All interested sources received on or before said date and time will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitations documents are available and telephone requests will not be honored. Any company that feels they can meet the needs of the Government must submit their technical data (5 pages or less) to support their claim. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. 3) Submissions must be made via email to: maria.diaz3@va.gov Questions should be addressed via email to Maria Diaz, Contracting Specialist at maria.diaz3@va.gov. no later than July 29th, 2015 at 2:00 PM EST. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No Proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s.)
