- NASA/AFRC has a requirement for multidisciplinary aircraft engineering design and analysis services. The design and analysis services (engineering drawings and data) are required for the modification of a NASA owned Gulfstream III (G-III) aircraft and the installation of a pitot-static air data nose boom. The requirement is in support of the NASA SubsoniC Research Aircraft Testbed (SCRAT) and the Adaptive Compliant Trailing Edge (ACTE) project. The G-III aircraft tail number is N804NA (serial number 344). NASA/AFRC intends to obtain the services directly from Gulfstream Aerospace Corporation, located in Savannah, GA. Authority for the requirement is 10 USC 2304(c) (1) and FAR 6.302-1 (a) (2) Only one responsible source.Justification is based upon the following facts: 1. As manufacturer of the GIII aircraft, Gulfstream Aerospace Corporation has done similar work in the past on this same aircraft model (e.g. GAC has recently completed the same modification on their G-III test aircraft) and is therefore uniquely positioned to provide these same services in the future. 2. As the manufacturer, Gulfstream Aerospace Corporation has existing drawings and loads analysis for this unique installation, which would require many engineering hours by NASA to perform for this aircraft modification and installation (i.e. the non-recurring engineering has previously been completed by GAC and they have their previous design in hand). Based upon the above, utilization of any other supplier in-lieu of Gulfstream Aerospace Corporation for these services would likely result in: a) substantial duplication of cost to the Government that is not expected to be recovered through competition; and b) unacceptable delays in fulfilling the agencys requirements. These reasons justify procuring the required services exclusively from Gulfstream Aerospace Corporation. Authority for the requirement is 10 USC 2304(c) (1) and FAR 6.302-1 (a) (2) - Only one responsible source. Attempts to utilize any other source for the required engineering data and analysis will result in a duplication of cost not expected to be recovered through competition and an unacceptable delay in supporting the SCRAT/ACTE science mission. The Government intends to acquire a commercial item (service) using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 10, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
