Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation VA247-15-Q-0893 is issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. The North American Industry Classification System (NAICS) number is 451212 and the business size standard is $7.5 million. This is a small business set-aside. All responsible sources may submit a proposal which shall be considered by the Contracting Officer. The VA Center for Visual and Neurocognitive Rehabilitation (CVNR) has approx. 90% of its funded research studies in the human studies realm. Without research participants, we would not be able to conduct our research. As researchers, we try multiple ways to recruit participants for our studies. However, recruitment is very much influenced by multiple factors that we cannot control. VA CVNR researchers need a reliable source of advertising that has been shown in the past that it is a successful recruitment tool for our specific population needs in the Atlanta area. Regulatory Management: All language in the recruitment advertisements will be approved for use by the Institutional Review Board (IRB), the VA Research & Development (R&D) Committee, and the Atlanta VA Public Affairs Office. 2. SCOPE: The VA CVNR requires monthly advertisements in the Home Town News Atlanta platform for our research studies in need of participants. One-quarter page ads to run in all 7 hometown news publications (Ponce Press (covering Virginia Highland, Morningside, Little Five Points and Grant Park); Tucker Times (covering Tucker, Northlake, Clarkston, Smoke Rise and Stone Mountain); Decatur Dispatch (covering Decatur, Druid Hills, Emory, Toco Hill and Sage Hill); Midtown Messenger (covering Midtown East); Lilburn Living (covering Lilburn, Mountain Park and Lawrenceville); Brookhaven Buzz (covering Brookhaven, Buckhead, Chamblee, Doraville and Dunwoody) and Norcross News (covering Norcross, Duluth, Peachtree Corners, Buford and Suwanee). 4. TASKS The Vendor/Contractor Staff will work with CVNR Investigators and Study Coordinators to publish advertisements in the local publications at the time that the Study Coordinator requests the ad to be placed. 5.
