- Redacted sole source justification Emergency Letter for acquisition This acquisition is for the emergency purchase and installation of two new Low Pressure Process Test Air Compressors (Ingersol Rand) to replace the two existing air compressors which are near the end of their service life. Currently, only one system is operational and a single point failure condition exists. The government awarded a sole source acquisition with a sole source justification as well as an emergency justification due to the single point of failure and potential work stoppage and utilization of plumbing configuration specific to the footprint of Ingersol Rand.
