- The United States Army Contracting Command, Redstone Arsenal, Alabama is issuing this Request for Information notice for market research only and is not to be considered a request for proposal. A modification for an additional effort to support the Dynamically Adapting RF Technologies (DART) effort is required. It is contemplated that this award will be made on an other than Full and Open competition basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii) quote mark Only One Responsible Source quote mark. The Government intends to award a Cost Plus Fixed Fee Priced modification to Rockwell Collins, Inc. under Contract No. W31P4Q-13-C-0223, for this requirement. A synopsis will not be issued in accordance with FAR 5.202 (a) (11). The basic contract was competitively awarded under DARPA BAA 12-64. A Solicitation will not be issued. This Request for Information notice does not constitute a formal notice of solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. Submission of any information in response to this Request for Information notice is strictly voluntary; the Government assumes no financial responsibility for any costs incurred for preparation of responses to this Request for Information notification or any follow up information request. All responses will be considered. Extraneous materials (brochures, manuals, etc.) will not be considered. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. All responses should be directed to Mark Carlson at mark.e.carlson.civ@mail.mil and must be received within 15 days of this notice. Telephone or facsimile inquiries and/or responses will not be accepted.
