- Specifications The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a Sole Source purchase order to Harris Coproration. Required radios must meet all minimum specifications listed in the attached specification list. The reason for this sole source is due to the fact that Harris Corporation is the only company that can meet all minimum specifications. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106(b)(1), Soliciting From a Single Source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 4 August 2015 at 1:00 P.M. Eastern Standard Time. The award date will be determined by availability of funds. For information regarding this purchase, please contact Shannon Hochmuth at shannon.hochmuth@us.af.mil. APPLICABLITY OF AUTHORITY: The radios needed are required to interface with existing systems that include all minimum specifications in the attached list. Harris is the only company that makes radios with these features. Any of brand of radio will not interface with the current system and would require additional purchases to establish a working system using that brand. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this Special Notice will be used by the Government to make appropriate acquisition decisions.
