- Wage Determination Solicitation This project is to mechanically treat approximately 900 acres of ponderosa pine understory. Rocky mountain juniper, gambel oak and pinyon pine will be masticated where they are serving as a ladder fuel under/near the ponderosa pine canopy. Hydro-axe, Fecon, or similar equipment with rubber tires is required. The primary objectives of the proposed treatment are to: (1) reduce the threat of a catastrophic wildfire adjacent to private lands, (2) prepare the area to be underburned by reducing concentrations of ladder fuels, and (3) improve ponderosa pine stand growth and health. The allotted time for contract performance is ninety days from Notice to Proceed. All work shall be performed on the Norwood Ranger District of the Uncompahgre National Forest in Montrose County, Colorado. This project is being advertised as a total small business set-aside and as such is open to all qualified small businesses. The North American Industry Classification System (NAICS) code is 115310 and the small business size standard is $19.0 million. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation must be submitted in writing to Jay Tobin at jtobin@fs.fed.us. All Offerors shall be registered in the System for Award Management ( www.sam.gov ) database to be eligible for award. Offerors must respond to all instructions in Sections B, K and L of the solicitation to be considered responsive. Offerors that fail to meet these criteria may not be considered for award. A pre-proposal site visit will not be held. Maps of the treatment units are being issued with this notice to allow prospective offerors the opportunity to familiarize themselves with the project area. The anticipated date for issuance of the solicitation is July 28, 2015. The actual due date will be identified on the solicitation. THE SOLICITATION IS NOW POSTED.
