Aviation Operations/Training/Safety Advisor (PSC), Baghdad Iraq Issuance Date: 07/282015 Closing Date: 08/27/2015 SOLICITATION NUMBER: PSC-15-053-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. As such, the Bureau of Diplomatic Security has a requirement to provide aviation transportation services in Iraq for Search and Rescue (SAR) and medical evacuations (ME), and where noted, provide air transportation (AT) for COM personnel or other personnel required by Government to conduct official business. DOS needs a capability to provide secure, and air transportation of personnel and equipment and MEDEVAC in support of Embassy programs. To accomplish the mission a fleet of aircraft, potentially including fixed wing aircraft, light lift helicopters and medium lift helicopters will be required. The aircraft will perform their missions during the hours of daylight and darkness (to include Night Vision Goggles) under both visual meteorological conditions and instrument meteorological conditions. Aircraft and crews must be available on a 24 hour basis to meet the needs of the U.S. Mission in Iraq. Purpose: The Aviation Operations, Training, and Safety Advisor serves as the in-country Operations Advisor, responsible to the Senior Aviation Advisor (SAA) for provided Aviation Program implementation, direction, and execution oversight of INL/A aviation assets. Relationship: The incumbent works under the direct supervision of the SAA; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent may coordinate directly with the Office of Aviation and the COM for purposes of this program. Work Environment: Work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. Field sites have been declared hazardous duty locations by the DOS due to hostile activities of armed groups and therefore pose significant risk while at these sites. This position may require the carriage of weapons in conjunction with oversight duties. Personnel will be required to complete initial and recurrent weapons qualifications IAW Diplomatic Security requirements and must comply with the Post Firearms and Use of Force policies. Duties and Responsibilities: 1. Perform oversight and evaluation of contractor operations, training and safety programs. This oversight includes, but is not limited to reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submits periodic written evaluations of the contractor's activities, and provides comprehensive award term input to the SAA regarding contractor activities related to aviation support for inclusion in the monthly award fee evaluation. The incumbent must demonstrate the highest degree of aviation expertise, sound judgment and is recognized as an aviation subject matter expert through the entire spectrum of aviation operations. 2. Assist the SAA in directing and coordinating aircraft and personnel deployments within Iraq or the Iraq region, for the purpose of providing aviation support to Chief of Mission and Diplomatic Security. 3. Develop, coordinate, organize, and implement comprehensive operational systems and procedures for the Office of Aviation. These operational systems and procedures include, but are not limited to the Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for aviation operations in Iraq, and Deployment Operations procedures. 4. Develop operational tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing aviation operations. These tactics and procedures include, but are not limited to Night Vision Goggle tactics in support of the aviation transportation mission in Iraq. 5. Provide direction and oversight for contractor. Implement DoS INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Provide oversight of the aviation standardization program. 6. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the Office of Aviation. 7. Provide direction and oversight for contractor aviation safety training and safety program management. Implement the DoS INL Office of Aviation, Aviation Safety Program. 8. Perform Supervisory Pilot duties in fixed or rotary wing aircraft. 9. Provide oversight of flight scheduling for internal and international flights. Minimum Requirements: 1. U.S. citizenship, able to obtain/maintain Department of State Secret Security, medical and ethics clearance, if applicable. 2. Knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 3. Possess a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating or military equivalent ratings. 4. Qualified and tactical experience with Night Vision Goggles operations. 5. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 6. Possess a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating. Qualification/certification and experience as a military or FAA Certified Flight Instructor in a formal training program involving the qualification and standardization of pilots and other aircrew members. 7. Knowledge of FAA Aviation Safety regulations and procedures. 8. Knowledge of tactical employment of aircraft in a high threat environment, including the capabilities, limitations and techniques of employment of fixed and rotary wing aircraft used by the Office of Aviation. Experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of pilots and crewmembers. Experience with the deployment of aircraft to OCONUS locations is desirable. 9. Broad knowledge of and experience in the formulation of plans and policies pertaining to aviation operations and unit level flight-training activities. The incumbent should have knowledge of command communications and government intelligence procedures. 10. Proficient in Microsoft Office. 11. Ability to obtain/maintain the Contracting Officers Representative (COR) course through the Foreign Service Institute (FSI) within 120 days of arrival at Post. Preferred Knowledge and Skills: •Highly specialized skill in the operation of aircraft as a pilot. •Successful completion of a military or civil aviation safety training courses is desirable. •Experience as an aviation operations officer in a medium to large aviation organization is desirable. Evaluation Criteria: Factor 1 Contract Oversight(25 points) a.Knowledge of contract oversight and evaluation of contractor operations, training and safety programs. b.Demonstrated knowledge and experience in evaluating and recommending approval/disapproval of waivers to established policies, procedures and regulations. c.Demonstrated knowledge and experience in preparing and coordinating periodic reports on contractor performance, both orally and in writing; prepare comprehensive award term input. Factor 2Program Management and Administration (25 points) Demonstrated knowledge in directing, coordinating aircraft, and personnel deployments and providing instruction and guidance regarding operations, training, and safety program implementation. Factor 3Develop, Coordinate, Organize, and Implement Operational, Training and Safety Systems and Procedures (25 points) a.Demonstrated knowledge in developing comprehensive operational, training, and safety systems and procedures. b.Demonstrated knowledge and experience in coordinating and organizing operational, training and safety systems and procedures. c.Demonstrated knowledge in the implementation of Aircrew Training Programs, Operational, Training and Safety Regulations, and provide direction and guidance. Factor 4 Experience/Past Performance (25 points) Past performance evaluation of applicant's ability to perform under a contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. PRE-AWARD ETHICAL RESPONSIBILITIES This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
