- The proposed contract action is to negotiate and issue a delivery order with Delta Scientific Corporation to perform the of two installation of replacing the existing Delta Scientific hydraulic pop-up bollard-type barriers, with two (2) new surface mounted hydraulically operated barriers at the Hammond Federal Courthouse, 5400 Federal Plaza, Hammond, IN 46320. This procurement action is being taken to replace the pop-up bollards, as they are frozen-in-place and are not currently functioning, which poses a security risk to the Federal Courthouse. Authority cited for this action is FAR 8.405-6(a)(1)(i)(B) is being used due to the fact that "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized".
