- This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst Contracts Office intends to award a Firm Fixed Price type contract for the procurement of MEAK 1 REV B adapter, P/N 101999-MEAK-1-REVB, and MEAK 31 adapter, P/N 101999-MEAK-31, on a sole source basis with Testek, (Cage 06659), Wixom, MI. Currently, the Navy and Marine Corp utilize the aircraft engine component test stand (AECTS) for testing, repair, and maintenance of the F/A-18 A-F & EA-18G generator converter units (GCU) at the intermediate and depot level. In order for the AECTS to function properly, the AECTS requires the electrical power test set (EPTS) and the MEAK 1B and MEAK 31 adapters. These MEAK adapters have gone through qualification testing, are currently fielded, and are the only adapters compatible with the AECTS and EPTS. Testek, Inc. is the original equipment manufacturer (OEM) of the AECTS and the MEAK 1B and MEAK 31 adapters and owns the proprietary data rights. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
