Description
The NAVSUP Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to purchase accreditation services for the Naval Education and Training Command in Pensacola, FL on a sole source basis. This acquisition is being processed IAW FAR Parts 12 and 13. The U.S. Naval Observatory has determined that only Council on Occupational Education can provide the services to fulfill this requirement. The applicable North American Industry Classification System (NAICS) code is 813920. The period of performance is 1 July 2015 thru 30 June 2016. STATEMENT OF WORK 1.0SCOPE. This establishes contractor tasks for the continuance of accreditation status of Navy Learning Centers as listed in Attachment I as required by Commander, Naval Education and Training Command (NETC). As agreed upon with the Council on Occupational Education (COE), the contractor, accreditation of a NETC Learning Center will cover all Learning Sites under that Learning Center s domain. 1.1 BACKGROUND. Commander, Naval Education and Training Command (NETC) (previously CNET) has obtained Institutional Accreditation services, as defined below, for the Learning Centers under NETC s domain since 1974. 1.2 DEFINITION OF ACCREDITATION. Accreditation is a status granted to an educational institution or program that has been found to meet or exceed stated criteria of educational quality and student achievement (COE, 2014, Federal Edition). 1.3 PURPOSES OF ACCREDITATION. To be recognized as an accredited institution is to be perceived, acknowledged, and accepted by peers and counterparts, within or outside the military, public or private, as having attained a standard of learning and meeting established criteria that are duly recognized by an authoritative agency or professional group. Accreditation has two basic purposes: (1) to assure the quality of the institution and its programs, and (2) to assist in the continuing improvement of the institution and its programs. 1.4 GOVERNMENT FURNISHED INFORMATION. During site visits, the government will furnish all relevant (unclassified) accreditation information and materials to the contractor as required by the accreditation process. APPLICABLE DOCUMENTS. Government Documents: Naval Education and Training Command Instruction - NETCINST 1500.3 (series) of 8 December 2009 INSTITUTIONAL ACCREDITATION REQUIREMENTS. 3.1. Specific Requirements of contractor, the contractor shall: - Send a visiting team to NETC institutions (Learning Centers), as outlined in Attachment I, upon completion of the institution s self-study and upon determination by accreditation agency that an institution has fulfilled all pre-requisites for an official team visit. All visits to individual Learning Sites will be determined by the applicable Learning Center in cooperation with contractor. - Once the Self-Study Report is completed by NETC Learning Centers, provide comprehensive on-site evaluation of Learning Center(s) and Learning Site(s)( if applicable), as outlined in Attachment I, - Validate Learning Centers Self-Study Reports by reviewing the missions, operations, educational programs, and documentation on file. The contractor s accreditation visiting team will evaluate the educational programs as well as determine compliance with the standards, criteria, conditions, policies, and procedures established by the contractor. - Recommend Learning Center(s) for accredited status once the accrediting agency s criteria and standards have been met. The certificates of accreditation will be mailed to NETC (N74) Accreditation Program Manager for disposition to the applicable Learning Centers/Learning Sites. - Provide on-site evaluation of the Learning Center(s) listed in Attachment I as related to required cyclical reaffirmation of accreditation. - Provide NETC and Learning Centers with the following: -- Contractor s accreditation policies, rules, and standards guidance for federal institutions -- Contractor s conference dates, locations, and registration information -- Contractor s schedules by calendar year/fiscal year for reaffirmation team visits -- Contractor s annual dues and estimated travel expenses (to NETC s Primary Technical POC ONLY). -- Contractor s accreditation/reaffirmation documentation following the contractor s visit(s) to NETC Learning Center(s), including all certificates of accreditation -- Contractor s annual meeting schedules -- Contractor s Candidate Academy dates, locations, and registration information -- Contractor s MyCouncil database support/assistance as required 3.2TRAVEL. The contractor will provide NETC with a travel report that identifies travel expenses incurred during each team visit. The contractor shall include a cumulative total of travel costs incurred on each report. The contractor shall notify the Government POC when 85% of the Not-To-Exceed Travel funding limit has been reached. The contractor shall be reimbursed for travel in accordance with FAR part 31.2 per the FISC Travel clause. The proposed firm fixed price contract action is for services. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all information received within ten days after date of publication of this synopsis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.
