- Specifications for library and PC upgrade to the Waters Liquid Chromotograph UPLC System Sole source justification for library and PC upgrade to the Waters Liquid Chromotograph UPLC System CHROMALYNX AND PC UPGRADE. The solicitation number is FA8601-15-T-0214. The NAICS Code is 334516. The government (AFLCMC/PZIOB) intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and FAR 6.302-1(b)(1)(ii). The proposed source is "Waters Technologies Corporation," doing business as "Waters Corporation." The items being procured are a library upgrade and PC upgrade to the Waters Liquid Chromotograph UPLC System that will be utilized at the Air Force Petroleum Agency's Aerospace Fuels Laboratory. This notice is being published for information purposes only and is not a request for competitive quotations; however, any quotations received by the response date specified in this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Quotations should be e-mailed to kenneth.herrell@us.af.mil by 4:00 P.M. Eastern on 31 July 2015. Any questions should be directed to Kenneth Herrell by e-mail (preferred) or phone at 937-522-3393. Be advised that all correspondence sent via e-mail must contain the subject line "Synopsitation FA8601-15-T-0214." The entire proposal must be contained in a single e-mail that does not exceed 5 megabytes including attachments, if any. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only.pdf,.doc,.docx,.xls or.xlsx documents are sent. The email filter may delete any other form of attachments.
