Description
NASA Ames has a requirement for four (4) EMCCD iXon cameras. The Speckle Camera group at NASA AMES will be using the iXon cameras purchased from Andor to create two instruments that will allow us to obtain high-resolution images of stars that are hosts to exoplanets.These images are needed to eliminate false positives to detect companion stars and to use the knowledge of the detected companion stars or no detect companion stars and to refine or determine the correct planet radius and temperature. Once these two instruments are built they will be placed in two locations allowing our scientists to image stars using the telescopes already in operation in conjunction with the instruments. These two locations will be at the WIYN Observatory located on Mauna Kea, Hawaii. The images and date collected from these two instrument will support the Kepler, K2 and TESS programs. The two instruments must be able to work with existing Solis software. NASA Ames intends to purchase the requirement from Ander an Oxford Instruments Company, Southern Connecticut State University, LAB JE-11, New Haven, CT 06074 on a sole source basis.The main objective is to create two instruments using four cameras for the ExEP community to use at two various locations. This work will support follow on work for the Kepler, K2 and TESS programs. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 11, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. The Government intends to acquire a commercial items purchase order (under FAR Part 12). This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. NAICS is 333314 for Optical Instrument and Lens Manufacturing, size standards 500 employees. Period of Performance shall be 6-8 weeks from date of contract award. This Notice of Intent is being provided for information purposes only therefore, no solicitation will result from this announcement. Interested organizations may submit written capabilities and qualifications to perform the aforementioned effort to patricia.l.williams@nasa.gov no later than 4:30 p.m. Local Time on August 11, 2015. Telephone inquiries or responses will not be accepted. Information received from this announcement will be for the purpose of determining whether or not to conduct a competitive procurement.
