- Solicitation Questions & Answers Product Specs Updated - the only change is the removal of the erroneous football description. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented through FAC 2005-76, effective 25 Jul 2014, DPN 20140805, effective 5 Aug 2014 and additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. The Virginia Army National Guard intends to purchase marketing give aways. A listing of items with a brief description and required quantities is attached. Additionally, the required single color logos are also attached. Unit prices shall include all associated delivery costs for FOB destination to zip code 23824. Delivery shall be by August 31, 2015. Multiple shipments are acceptable; however, all unit prices must include shipping and invoice cannot be submitted until receipt and acceptance of all items. Multiple awards may be made if determined to be in the best interest of the government. For evaluation purposes only, an evaluation fee of $500.00 per award will be applied. Vendors are not required to quote all items. Award will be made on the basis of lowest price, technically acceptable (LPTA). In order to be determined technically acceptable, quoted products must meet the minimum technical requirements identified. In order to determine if the requirements can be met, product descriptions that address the requirements must be provided with the quote. If the product information is available online, a web address may be provided in lieu of the product description sheet. A government representative(s) will evaluate the information provided to determine if, in his/her opinion, the minimum requirements and intended use of the product(s) is met. The government is not required to research information outside what is provided (product specifications/web address) in order to make the determination. NOTE: For those items the government has already determined to be technically acceptable, product specifications are not required to be submitted. In addition to a price quote and product specifications, the following shall be provided: completed FAR and DFARS provisions 52.212-3 and 252.209-7992, taxpayer identification number (TIN), Dun and Bradstreet number (DUNS), and Commercial and Government Entity (CAGE) code. Companies doing business with the Federal Government are required to use the System for Award Management (SAM). In order to be eligible to receive an award for this requirement, vendors must have an active SAM registration. The website to register, update, or reactivate an account at SAM is https://www.sam.gov. All questions and requests for information regarding this Request for Proposal (RFP) must be received NO LATER THAN close of business two working days prior to the quote due date in order to minimize the need to extend the closing date. No other changes have been made. The solicitation response date is not being extended at this time. Additionally, delivery timeframes are changed to state delivery is requested by 8/31/15; however, delivery within 60 days after receipt of award is acceptable.
