- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. COMBINED SYNOPSIS SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (i) Solicitation W912CM-15-T-0035 is issued as a request for quotation (RFQ) (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iii)Since requirements are for use outside the continental U.S. and its outlying units, the set asides and the Small Business standards do not apply to this solicitation. (iv) See Attachment 1 for list of contract line items (CLINs), specifications, quantities, and units of measure. (v) Description of requirements: For purchase are sign materials as listed and described in Attachment 1. (vi) Delivery shall be made no later than 30 days from date of award and is F.O.B. destination to US Army Garrison, Wiesbaden, Germany. (vii) Award will be made to the lowest priced responsible offeror whose offer meets the specifications of each item listed in Attachment 1 and the delivery time specified. quote mark Meets quote mark means equal or better. (viii) The vendor must include a signed/completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer (Attachment 2). If vendor has an on-line certification in SAM (known as ORCA) which has been updated for the last 12 months, the vendor needs only to state this fact on the offer cover sheet. If ORCA has not been updated, Offeror must submit completed Attachment 2. (ix) The vendor shall state the commercial warranty for all or for specific items when applicable. (x) The Defense Priorities and Allocations System (DPAS) does not apply to this solicitation. (xi) The offer shall be submitted via email on 03 AUG 2015, 1000 hours, CET, Wiesbaden, Germany local time.
