- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested. The 405th AFSB have a requirement to provide Hazardous Material Management Support for LRC Bavaria, LRC Rheinland-Pfalz, and LRC Wiesbaden. Contracted HM service support is required to operate and/or assist with the execution of LRC HM management responsibilities. These responsibilities may include HM compliance assistance and oversight such as accountability, storage and proper use; HM tracking data entry, and data quality assurance; HM training, and operation and maintain of a HMIC and/or HMRIC. Operation of an LRC HMIC and/or HMRIC includes all aspects of proper HM management from initial receipt to include tracking and bar-coding, temporary storage and finally issue of HM to customers throughout the U.S. Army in Europe footprint. In order to perform and assist in the performance of the Operation and Maintenance of HM Issue and Re-Issue Centers (HMIC/HMRIC), the contractor will provide all personnel, equipment, supplies, facilities, transportation, tools, materials and supervision. There are a total of three (3) basic services under this contract. Each service may or may not be performed at each of the three geographically dispersed LRCs covered under this contract. The services will vary slightly in order to accomplish the goals of each LRC. The three tasks include 1) Hazardous Material Management Compliance Assistance, 2) Operation and Maintenance of a Hazardous Material Issue Center (HMIC) and/or Hazardous Material Re-Issue Center (HMRIC) and 3) Onsite Hazardous Material Training at specified LRC activities. Services also include periodic compliance assessment and assistance visits to LRC HM Management facilities as identified in this PWS and/or activities to identify issues and or assist in the correction of a non-compliance with regards to HM management. It also includes managing or assisting in management the LRC's HMIC and/or HMRIC. The HMICs/HMRICs vary in their operational hours by LRC. Training requirements will augment U.S. Government available training by providing site specific training to fill operational specific training gaps at specified LRC activities and maintain U.S. and host nation HM management compliance.
